US Policy Horizon Series: From Washington to the World

The challenge we face

The global pharmaceutical landscape is undergoing a fundamental reset. Landmark US reforms, including the Inflation Reduction Act (IRA) and the proposed Most Favored Nation (MFN) pricing policy, are reshaping the economics of innovation, pricing, and access, not only within the United States but across international markets.

As governments, payers, and health technology assessment bodies adapt to these shifts, pharmaceutical companies face rising uncertainty around launch sequencing, value assessment, and return on investment. The ripple effects are being felt worldwide, influencing how markets enter, how access decisions are made, and how the burden of funding global pharmaceutical innovation is distributed.

How are we tackling this?

The US Policy Horizon Series is a fast-paced, multi-part research and policy engagement programme led by OHE, examining the shifting global landscape for pharmaceutical innovation, pricing, and equitable access.

Unlike a conventional research programme, this series is a multi-funder collaboration, bringing together a cross-sector coalition of partners and non-funding stakeholders to ensure that insights are grounded in diverse perspectives and can directly inform live policy discussions.

The series focuses on the global, ex-US perspective: articulating constructive and forward-thinking responses to the challenges and opportunities created by US pricing reforms, and providing the evidence and analysis that industry and policymakers can act on.

What topics are we exploring?

Launching into Uncertainty: Post-IRA Dynamics and Global Launch Sequencing

Examining the unintended consequences of aggressive price-linking measures on global launch behaviour and innovation timelines.

Shifting the Power Balance: What This Means for Payers, Regulators, and Pharma

Assessing how US reforms are redistributing influence in the global pharma policy landscape, elevating CMS's role, accelerating HTA convergence, etc.

Value Redefined: The New Economics of Comparative Effectiveness and Outcomes-Based Pricing

Exploring the paradox at the heart of US policy: a resistance to HTA-based value assessment at home, combined with a desire to import prices from HTA-driven markets through MFN.
